I am trying to decide bewteen 2 VCR/DVD recorders:
Philips#DVDR3545 and Toshiba #DVR650. Has anyone had experience with either of these 2 models or know which one would be better?
I will be using it to watch VCR tapes from other machines as well as record onto VCR or DVD and transfer between VHS tapes to DVD.
The Philips instruction manual says that you need to finalize DVD+R, DVD-RW or DVD-R to play back on another DVD player. I couldn't find Toshia manual, so I don't if this is the case with that model. Do all DVD recorders have this requirement?

Yes, that's right. You have to finalize the disc before it will play in another machine. They are all like that, as well as your computer when you burn a disc.
