I'm using ReStream to set the top field first. When I take the file into DVD Lab Pro it tells me that there are open GOPs. How do I set to Close GOPs in Restream? Can this be done?

I don't know if ReStream can do this. One product I know that can do it is the Teco Bitrate Viewer (http://www.tecoltd.com). You'll need the commercial version, which is 29.95. The free version will NOT modify streams! The commercial one can close GOPs. You'll have to demux the video as it can only modify demuxed vided streams.
Perhaps someone knows a better or cheaper way to do this, but the Teco product can do this and it's all I have that can do this. -
I don't think you need to worry about open versus closed GOP. You can typically ignore the message from Dvd Lab (I believe there is even a custom setting that will disable the message). You can read this thread if you want more information:
