When I downloaded Boris FX continuum complete to C drive where premiere pro is installed, but it makes premiere pro performance slow.
Can I download to D drive instead of C drive for faster performance??

It would make a difference only if you are out of disk space on C. Better to move Premiere Pro's scratch disk (cache) off the OS drive. Check to see if Boris FX uses a separate cache an move that off the C: drive as well.
Premiere Pro scratch disk settings are under "preferences".Recommends: Kiva.org - Loans that change lives.

I found out that I already setup caches in D drive. But it is still slow
So I checked caches file. It is about 55mb. Shuld I clean everything in cache file for faster performance? -
