Most rippers remove region coding, like rip with dvdfab decrypter and then burn with imgburn.

Only if you try to play it with a software player will you be asked to change the region of your drive.
Simply inserting it in a drive and ripping it with ripping software has no bearing on what region the drive or disc is.

Not really. Once the region lock have been removed, the files ripped on your hard disk are now region free. They will need to be compressed and burned on a blank DVD disc. Should be playable on the laptop.

Or you can use the original disk and rip it to the laptop and play the movie from the hard drive.

All players cannot be hacked. Some/many cannot be hacked at all. There may not be a hack for your friend's player. It happens. Some twit posted here yesterday crying about not being able to find a hack for his player. This guy was a real loser in my opinion, but anyway the point is that it happens. Sometimes working hacks fail because the manufacturer makes hardware changes in the model and the old hacks no longer work with the new hardware. As a very general rule, Philips players tend to be easy to put into multi-region mode and they tend to not make hardware changes that break existing hacks.

Assuming the disc does not use ARCCOS encryption, you should be able to rip it via DVD Decrypter, if necessary shrink it with DVD Shrink, and then burn the disc. Note that if DVD Decrypter barfs on your disc with weird read errors, you may need to install FabHDDecrypter or AnyDVD to rip it. You can rip successfully without changing the region of your laptop DVD player. If your DVD is made by Sony, it may have ARCCOS on it. Few studios besides Sony use ARCCOS though.

Note too that a few DVD players sold in PAL countries can't play NTSC discs, which your ripped and burned DVD will be. This is VERY rare indeed, but I have heard of such players. If you are sure that you burned the disc OK, it plays OK on a PC but won't play on your player, you may have this problem.

Finally, use good media to burn. You might take a look at http://www.nomorecoasters.com for an idea of what good media is. Here in the USA we recommend Verbatim or Taiyo Yuden (you have mail order TY discs). If you use crap DVD media, your disc may not play correctly in a player because the media sucks, not because you did anything wrong. I'd advise using DVD-R over DVD+R as the -R discs are just slightly more compatible with standalone DVD players and some older players do have issues with certain +R discs. If you must use +R, do a search on what "bit setting" is for DVD+R and try to do that if at all possible with your DVD burner. It's possible even if you don't do that that the disc will work fine, but it's just one more potential source of problems on lower quality or older DVD players.

The main point that you are missing is that it does not matter if your drive is region 2 or some other region.

Ripping softwares are independent concerning the region of your drive. They will rip the disk region free no matter what region your laptop drive is set to.

The video format of the disc will still be NTSC however. That "normally" isn't
a problem in the UK or most of Europe.....but it is something to keep in mind
    though.
