I want to make a "timebase error test tape" in PAL for some test. Can somebody give me instructions for this?

That's more of a resolution test pattern -- a pretty fuzzy one at that. But any image with sharp vertical lines will do. I would include some real image data in the video as a sanity check.
I'm not sure what you mean by "test tape". If you want a tape with time base errors find some old VHS deck and record from a stable source like a DVD. If you want one with little time base error record on a high quality deck. -
There's a thread here somewhere where someone stuck little pieces of paper onto the top of the video head (on a junk machine!) so that the paper just caught the tape as the head span around - that was very efficient at introducing nasty time base errors into the recording! I think the image you've posted was in that thread.
Or you can just kick or hit the VCR.
