Hi, I have Premiere Pro CS3 but not used it yet, I understand it can edit mpeg3, but can it open avi and convert to mpeg3. I want to maximise quality and minimise file size and wonder if CS3 is able to do such tasks ?
How is this done in it, few steps talkthrough please.

I am guessing you didn't actually pay for it. If you did, you should return it. Why ? because you are in way over your head, and Premiere CS3 is going to be way to complex for you.
Let's begin with the fact that mp3 is an audio only format. Mpeg1/2/4 are video.
I will assume that you are therefore talking about mpeg-2 video.
Next, AVI is what is called a Container Format. Essentially it is just a box for putting video and audio in. How you actually store the video and audio is determined by the codecs you use. You probably want to use Xvid or Divx to get your file sizes down.
Premiere CS3 is overkill for converting mpeg-2 to Xvid or Divx. There are far better tools that do the job faster, better and more simply.
Instead of wasting large sums of money on Premiere CS3, you would be better off buying VideoRedo to edit your mpeg-2 files, downloading AutoGK to convert them to Xvid AVI files, and spending the savings on getting a faster computer.Read my blog here.

I see the name suits you..
I did pay for Premiere CS3 !...bought it for advanced video work which I am capable of when current circumstances go away and I get time to get into it again.
I do use Videoredo !
I had typed mpeg but hit the wrong key and got a 3.
I have a very fast pc with 3 Hds and fully set up for advanced video work. rebuilding it with SATAs coupled with an ill parent and 'carer mode' has denied me the planned time to progress. I have used premiere some time ago when life was normal.
I just needed quickly for someone to convert an avi file (camcorder capture to premiere) to mpeg_2 and wondered if having got an advanced prog on my system I could use that rather than go buy yet another prog when it would do the job. THATS THE REASON BEHIND THE QUESTION...
You say it (premiere) isnt very good at such, thats annoying given the cost of it, though its origins are not with mpeg, so I guess I will have to buy yet another bloody prog, I have never known the need for so many progs to work with video. Premiere, womble, videoredo, codecs, TMPGenc DVD author, DVD Shrink, TMPGenc express and now AutoGK.

I don't have 3 yet, but in Pro 2 you export movie to Adobe Media Encoder.
This will bring up a screen with numerous choices. Mpeg-2 generic may be what you are looking for, although you can change settings for video, audio, etc. if you want.
Of course you'd want PAL since you're in the UK.
It's slower than some other encoders, but it works fine as far as I can see.
I'm not a professional however.
I sometimes process videos for my church this way when I'm watching my granddaughter and need to save steps, rather than time.
3 month olds can be demanding.
