Low cost (under $50) with a non-watermark trial would also be fine.

If all you want is boxes and lines, Microsoft Paint (comes with every Windows PC, you should already have it) has them, plus text that you can format.

The OpenOffice Organisation has a suite of truly freeware that is an alternative to the common / popular MS tools.
OpenOffice Draw (not used) looks like Visio from the website:

An organization chart is just a version of a flow chart, so you can search for them that way.
