    Well, it doesn't look too difficult. Position a video camera so that it points at a flag with the sun behind it. Use a reflector to front light the flag and adjust the contrast settings in the camera to keep it from getting washed out. If necessary, use a fan to make the flag wave.
    At least that's how I would do it...

    The flag isn't a real flag. A while back I used a Plug in for Avid that had this effect, something wave or shimmer somthing. Borris Effects should have this as well. Most 3d rendering apps would also be able to do this, Maya, Blender and likes. The color looks to be a simple sephia with a spotlight effect.
    Linux _is_ user-friendly. It is not ignorant-friendly and idiot-friendly.

    This example was done is a 3D app that supports cloth simulation (Maya, XSI, MAX all do this now). Add a little wind, a corona effect to the lighting with a light source position to align with the sun on the source footage and away you go. Not difficult, but not cheap if you don't have the software. Many compositors have a similar type effect, as do some cheaper packages. It won't be quites a nice in the physics department, as they don't use true dynamic simulation, but they will be near enough for government work.
