  1. Do I need a strong graphics card to convert videos with high fps ? and why ?

    No. Most graphics cards play no part at all in video conversion or encoding. Some specialist ones have hardware encoding chips which can help in some instances, but the fps of the source doesn't play a big role in this.

    What, specifically, are you trying to do ?

    I am trying to build a new pc .... then any graphics card will be good for me

    FPS is not a very big issue regarding machine specs. However, while encoding is primarily a CPU/speed thing, decoding/playback is a different animal, and you should look into a good card for this, particularly with HD content or codecs like H.264 if you want better performance when watching the content.

    But if you're building a new machine just for a stand-alone converter/encoder, the best graphics card is not nearly as necessary.
