A VOB is a container for a MPEG-2 file. You just need to extract the MPEG-2. VOB2MPG is one easy way if you have the entire VIDEO_TS folder. Do you have the required .net files installed? Or you can use the older DVD Decrypter and rip the VIDEO_TS folder in file mode to MPEG files.

But if you just have one VOB, just rename the extension to .mpg. Not the best method if you need subs or alternate languages, but it can work with simple VOBs.

If you wanted to convert that VOB to MPEG-1, TMPGEnc Encoder can do that after it's extracted to MPEG-2. It's freeware for MPEG-1 conversions.

Or some programs for DVD to VCD conversions are here: https://www.videohelp.com/tools/sections/dvd-to-vcd-svcd

A couple of programs to look into are Eazy VCD or DVD2SVCD, both freeware.

Assuming the VOB is a complete video clip you can use SUPER, (Simplified Universal Player Encoder & Renderer).

However keep in mind that VOBs tend to be approx 1GB, so a video clip may start in one Vob and continue to the next.

In a case like that you can use VOBMerge to join the individual VOBs into a single VOB and then use SUPER to convert to MPEG-2

Note: Both of the above mentioned programs are freeware
    Everyone lies.

The innocent lie because they don't want to be blamed for something they didn't do, and the guilty lie because they don't have any other choice.

SUPER is in my book the very last resort, when everything else I've tried has failed. It may handle a lot of different and odd source formats, and can encode to a lot of different and odd formats, but more than makes up for its versatility with lack of quality. Reencoding a VOB to mpg would be like running whiskey thru a distiller just to get it out of a cask and into a bottle.

When you mean "simple" VOB, it has to be as "simple" as possible. Even without subs, etc., some VOBs carry a "segmentation", particularly from DVRs and particularly if you had homemade chapters included, so a simple rename won't do - it will give you a broken file that doesn't cue.

However, just to test, play it in, for example, WMP and if it cues correctly at any point, then it's fine. If it's broken that means the whisky's salted and needs a more careful "distilling" - but you can easily rename it back to VOB and try something else.

VOBs are tricky beasts. You need to run every one of them through an app to make sure sometimes.
I hate VHS. I always did.

Look at the original poster's country of origin. VCD is still big in India.
