Best method (tutorial?) for Editing a CAM quality for Better Video

Howdy guys, I am just wondering if there is a tool or tools out there or ready made tutorials for editing CAM video, My goal is to make the video quality better, by sharpening up and smoothing, overall making a better Video Quality, I know this depends on the person behind the camera and the initial Camera -> Avi conversion, but let's assume it sucks. They currently use XviD codecs, but dont mind changing to DivX, which I heard running through and re-encoding can make a difference?

Anyhow I need help in this area, also if possible to sharpen the audio (make clearer).

If there is anyone that can give me any pointers to the best Applications to use, or tutorials to follow.

I am using VDubMod atm, just to sharpen, and adjusting contrast a little bit, but it is not making much difference..
I have seen a guy that has done a billiant job in this once before, it showed the before and after samples.

Free ot Commercial software is not an issue here.

So just to be straight, you are asking how to make a low quality recording taken in a dark cinema of a current release film that has been subsequently badly encoded to AVI for release as a pirated download, into a better quality movie.

Simple. Wait and buy the DVD.

Aside from breaking the forum rules, you simply cannot polish a turd of such magnitude. Bottom line - don't download crap quality video. Be patient and wait for the official release.

it can be done, I have seen many re-encodes of cams, either home movies or whateva... any software? making pic brighter, better colors etc

If it haven't dawned upon you yet:
VideoHelp is not a growing ground for budding video/software pirates. On the contrary, the rules prohibit discussing warez at all. I doubt you will get much more help here, even if you are yet to outright violate our rules.
