    How can I convert an mpeg2 to another mpeg2, or mpeg1? which program is the best??

    Any MPEG-2 encoder can do that. Maybe try HCEnc, as it's free and very good.

    If you just want an easy-to-use transcoder, ReJig is probably what you want.
