I have vob-files etc in a VIDEO_TS-file and I want to edit the film but I don´t want to change the quality. What happenes if I convert the VIDEO_TS-files to a mpg-file with the help of TMPG DVD Author and, as step 2, use this mpg-file to edit in the program Adobe Premiere Elements 2.0 where I finally create vob-files etc (in a VIDEO_TS-file) in this program´s encoding process?
If I use vob-files as inputfiles in Adobe Premiere Elements and finally encode those files to new videofiles (vob-files), I have notices that there will be a deterioration of the filmquality.

Adobe Premiere Elements will reconvert even if it's mpg.

If you want to edit mpg/dvd then use a mpeg editor like mpeg video wizard, it will only reconvert the transitions and not the entire video. If you just need to cut or join you can use the built in editor in TMPGenc dvd author.

What about my question? Will there be a deterioration of the filmquality if I do as I decribe?

Reconversion = deteroation of quality. It doesn't matter if you import vobs or mpg. But you you can try change the encoding settings, like increase the video bitrate may help a lot.

If you use Mpeg Video Wizard DVD it will not re encode the file, only your changes so quality should be the same as original.

That depends on what kind of edits your do. If it's simple cuts, sure, but that could be done in TMPGEnc DVD Author too, which the OP use to "convert" VOB to MPG.

VideoReDo can also be used for this purpose and it won't re-encode the video. I also have MPEGVCR (predecessor to MPEG Video Wizard DVD) and it can do this kind of editing as well.

After my editing, the film must be re-encoded.

Then the quality must drop. Case closed.
