  1. This happens when there is lots of motion. I bought a new camcorder and don't remember my old camcorder doing this. Is there a way to prevent this? The shutter speed was set pretty high in this frame. Does that matter?

  3. You have interlaced video and it is being deinterlaced at playback with a blending filter. Each frame of video contains two half-pictures, called fields, taken at two different times. One of the pictures is contained in all the even numbered scanlines, the other in all the odd numbered scanlines. The display program is blurring the two together.

    DV is bottom field first. Don't deinterlace.
