What's the best authoring program to convert h264 to DVD without losing as much quality?

I only have DVD-5's, I know if I had DVD-9's I would be in better shape, but they're too expensive.

I have tried Nero 8 to author AVC h.264 (AVCHD) files to standard def files in a DVD-5. The quality of the DVD is very good, fairly close to AVCHD quality (on an upconverted DVD player), and far better than one that we can author with videos from a miniDV cam (SD).

DVD-9 would not give us better video quality, just more disk space for more video.

I have not tried other programs to comment on which is the best.

I've tried using Nero 8, and it always surpasses the 4.4 GB limit for a 42min file. I don't want to delete any time off the video.

I experienced the same thing when using Nero 8, the encoding process somehow increases each video clip's size up about 50% more. Throwing in the menu files and one can barely keep 20 - 30 mins of footage. If you need to keep the full 42 mins of video on DVD using Nero 8, probably the only way is to use DVD-DL. Other authoring sofwares may keep the 42 mins on a DVD. I do not know about those to comment on.
