Hi
Recently i have tried to convert a video file, but i have not been able to do it.
So what i would like to do is capture/record this video file by playing it using VLC Media player
and use a Capturing/recording software to record it.
I have tried some screen recorder software but they did not work.

You can convert with vlc media player also. Choose file->open file and click on stream/save and select file and a format like mpeg1,mpeg2 and choose codecs. Then you can reconvert it again if want some other format that vlc doesn't support.

I have tried this before, but i get Unable to open 'C:\Documents and Settings
I got the same when i tried to convert! The file is supposed to be broken/corrupt.
Yet, i can play the video file, and it plays perfect.
I need some video recording device.

Depends on the file type/format. If it is a DRM encrypted file, for instance, it will play, but it can't be converted. What is the source file type? Where is it from etc, etc?
It's also possible the file is "broken/corrupt". VLC can often play files that are corrupt or incomplete, but they can't be edited/converted/fixed.Google is your Friend
