Is there a hardware or software product on the market that lets the DVD player take over the TV at specific intervals in time? In other words, have the TV playing in a waiting room, have the DVD player take over every 15 minutes for a 5 minute infommercial that is on the DVD? Then pass control back to the TV. Any ideas?

a programmable dvd player would interrupt the signal and play then resume tv
you could probably use a computer to do the same as a task -
You would require a programable video switcher/router. I have seen some with internal programming capability but most are controlled via a computer with software for programming the triggers. Probably best to put the infomercial onto a computer feeding to the switcher, otherwise you would require a DVD player with the ability to accept programming triggers. As you can guess, this is all broadcast gear and will not be inexpensive.

yep...I started with switchers and found programmable players
as Video Head mentioned, it was all high end broadcast equipment...not exactly cheap
people don't like it when suddenly a commercial cuts in the show they're watching
how about recording a show then inserting your blurb when the commercials come or when it makes sense to break?
this would be seamless and much more professional
not to mention a ton cheaper...
