How would I go about editing a video to make it look like a CNN episode?
I basically want some type of text running on the bottom, while my video is playing.
And, if possible I want to have two different clips on the screen at once: each taking up half the screen.
What program would I use to add that type of feature?
How would I use that program to do such things?

Answer: Practice Practice Practice
It could be done with most any full prosumer edit package like Premiere Pro or Vegas Pro but it may take you months to learn how.
CNN does it with expensive graphics generation equipment and a large scale digital production switcher.

Study the CNN format
It's not much more than a moving background, main content, and some semi-transparent gradient color bars with text
Then add your moving marquee at the bottom...
