Sorry if this is a dumb question, but I can't find anything that will work. I recently bought a new laptop and will be doing a lot of video editing on it. My only question is: is there any way to have the power settings turn off the hard disks after 15 mins but not while rendering video or burning a DVD?

Not that I know of. Unless the machine sees human activity, it will likely go into a power saving state. You could set up different profiles: One for power saving, one for video rendering; and switch between them.

I'm pretty sure the disk timeouts are dependant on disk activity, not general machine usage. I hear the drives I store videos on spin down while I'm web browsing (off the OS drive).

Control Panel => Power Options
You should have settings for monitor, HD, system standy, hibernate
If it's a laptop you can change the "power scheme" to "laptop" and it will give you other options
Note: turning on/off your HD repeatedly is known to reduce the life expectancy. It's the same as any mechanical device like engines etc... -
