Follow ATI instructions for setting dual monitors with S-Video as the second monitor. You can select clone mode, extended desktop or "Theater Mode". The latter is used for media playback.

Right click on your desktop, do you see catalyst control center?

There is a user guide at ATI:

Connect the cable to your video card and your tv
On your tv - select s-video input
Sounds like your in the advance mode, you may try switching to the basic mode.

Click next and that should walk you through.
<edit>If I remember right I had to turn the tv off and on once or twice before thinks looked right.

That appears to be ATI's most recent driver package for the 9550 running on 32bit XP. I would encourage you to read through and understand their installation instructions. If you are the least bit uncomfortable with installing and or updating your drivers you may wish to consult the vendor that supplied you with your 9550.

Is your computer monitor plugged into your 9550 (and not your onboard graphics vga output)?
    Is your TV on?
Is your TV input set to the S-Video?
Is the s-video cable attatched properly to both your TV and your video card?
Right click on your desktop. Open ATI Catalyst Control Center. Go through the Easy Setup Wizard
When you get to the Desktop Mode Selection screen - Select "Clone" - You should now see your desktop on your TV.

  19. i checked match the source video,it seems the same.I am in clone mode.In extended desk top all i get is the pict of my desk top above but no video ,but it seams that is what i should use so you can set each monitor independently.when i go o full screen on some videos the screen will roll.
