is it possible to get sound effect live (microphone) through laptop or computer? eg: echo, flanger, panning etc...

unlikely at mic level, (all fx units I know of work at -10db or +4db) mic level is way too low....if you had a mic amp to take it to a line level and then fed the line level through a guitar effects pedal or other fx box to the computer then yes you could do this
