I am new to this forum. I wanna to learn how do TV channel make the weather newsman stand in front of the animated map? Change to different back grounds instantly and live.
I am not sure if this is a right to post.

They use green screens. The process is called Chroma Keying. If you search that term, you'll learn the ins and outs of how its used. Basically, the newscaster stands in front of a green wall, then software removes the green and replaces it with whatever they want to. In this case, it would be animated maps.

It's funny watching them do it in the studio. They look at a video monitor to see where they are pointing to on the blank wall behind them. Takes a bit of practice.

This is what i want to do. I will be filming some one talking and the camera is connect to a lcd which is live feed to th lcd. i want to change back ground and incoropate a slide show; something like a power point presentation where he will be reading it. And also recording is to the DV at the same time where i can converted to web format for the web. This almost the same concept as the weather newscaster.
I have a green screen, 4x8 feet, a canon xha1 camera, Avid Liquid 7, and wireless mic. I will buy a more power computer. Any suggestion how fast a pc i need.
I am new this Chroma Keying thing, i will read the posts on this topics.
Is there any special software, hardware and other equipment that i may need to do what i wanna to do.

Chroma keying is possible quite easily off-line. Your problem will be that you want to do it live. That's a much harder challenge and usually requires expensive dedicated hardware.

OK, think of it as weather newscaster, somebody is filming him or her, and think of it as we are watching him or her on a lcd (live feed). At the same time, the camera will record everything or some other recording device. Just say the end result would like i am recording the weather newscaster onto a dvd with a dvd record while i am watching tv. Remember the software (???) does all the work live, so i don't have record the person, and do the editing after ward.
What i want is some software or hardware (or both) that would allow you to apply the Chroma Keying efftect and record the end result at the same time.

I don't understand why you feel you have to chroma-key in real time...from the way you've described what you want to do, I don't see any reason why you couldn't do the chroma-key work in post. Am I missing something here?

You didn't mention a budget. Vara Wirecast 3 does live chroma key in software for $449.99.

Budget is not an issue.
How reliable is the Wirecast 3 and Ultimatte DV?
It is not a one time thing that i am going to do, I might have to do a lot of this kind of recording and broadcast live and converted the record DV (or other recorded format) to wmv format for the web in case people missed it the live broadcast. See there is no time for post editing, every has to be real time, and all i have to do is to convert it wmv right after the recording. Both audio and video quality is very important.
