I want to capture at 640x480 with an ati 650 card
the way it is now with no cropping has black bars all around
I had a capture card before that captured 640x480 and it worked great
should I be using a different program?

Your card has hardware MPEG-2 compression, I havn't used those cards so I'm not familiar with it.
    What is your current settings?
In the Device dropdown menu, how does the card appear? as directshow or vfw?
In the Video dropdown menu under compression, which encoder do you use? (they all should support 640x480)

Which version of virtualdub do you use?
Some only have vfw driver capability and use a vfw2wdm wrapper for wdm capture. Newer versions like virtualdub mpeg2 let you use directshow directly if you select the right "device" ie... "conexant". This makes a difference as to which resolution many cards will allow. My current version virtualdub 1.6.19 mpeg2 under "video" select "custom format" or use the shift + F keys to activate this menu option.

btw) If you use a vfw device (which I don't recommend) then the setting will be under "video" and "format" or just press "F" to acivate this menu or you can use set custom format as said before. Keep in mind that many cards won't capture at 640x480 if you set the display to overlay instead of preview and some won't even capture 640x480 no matter what setting you use under vfw mode.
