I've been using Pinnacle Studio v10.7 for rendering and editing of DV. However, I'm having trouble with the large size of the AVI file. What programs (hopefully free versions) can I use to convert it to a smaller mpeg file? Once converted what program can I use to burn the mpeg to a DVD?

You need a MPEG-2 encoder to convert to that format, then a authoring program to create the DVD structure.
There are several freeware encoders, try HC or Quenc. For authoring, GUI for dvdauthor works well and it's also freeware. Or you could try a all in one converter like FAVC that might be a little easier and still give you good quality.
If you aren't familiar with the DVD structure, format and specifications, I would also take a look at 'WHAT IS' DVD to the upper left on this page.
And we have many guides available. 'Convert and Author' would be some to look into under 'HOW TO'. Each program listed in our tool pages also have guides referenced at the bottom of the pages.

...and keep the video in DV format until you're done editing. Then, as a last step, convert to DVD specs MPG and author.
