I used a camera to shoot an action shot, but now I want to cut out most of the background. Is there some FREE software that will let me zoom in on the subject and cut out everything else?

Seriously ? Not with any finesse.

You might try ZS4 or WAX2, but what you want to do take expensive, specialised software to do well.

  3. The "zooming effect" in/out would be tough to do.

If the subject is always in the center of the frame of your film, you could trim the edges, +/- resize the clip - in effect this would just be focused on the subject but no "zooming effect"

This would require a conversion or at least a frameserve but what about a virtualdub zoom filter. It can be applied on a range of frames you specify.

Zooming is easy, although the quality will suffer as this is essentially a resize up, and resizing up always leads to softer images. You might try first upsizing with VideoEnhancer, then cropping back to get just what you want in frame. Removing everything else around the object/person requires masks, and probably spline masks, which means higher end software.
