    Okay I allmost have it perfect now:

    Card:
    Pinnacle PCTV Pro

    Capture :
    Size:352x288 (PAL) and 24 bit RGB
    Codec: PICVideo (at 18)

    TMPGEnc :
    Template: VideoCD(PAL)
    Motion search precision: High Quality (Very slow)
    No Filters

    Well I know it can get better. Give me a reply

    I'm very new to capturing, but if you're going to watch vcd on a tv try to use a "sharping" filter as the picture sometimes seems to "soft" on the tv. Also capture in a higer resolution and the resize down would look better (I think).
