I've noticed this on several video files I've converted at the end the log file will say XX frames dropped and XX frames duplicated. Is there an acceptable amount of frames that should be duplicated or dropped?

This will vary according to your input file specs. Although your input files can vary greatly in their format, the output has to meet DVD spec. So frames are duplicated or dropped to meet spec.
