Hi there.
I'm working recently on fixing some old anime dvdrips. Here is something I can't cope with.
I think - but of course it can be wrong assumption - it is an effect of badly removed telecine. Is there any way to fix or mask it?

Yes, it's IVTC errors. Short of getting the original source I don't know of any way to remove the errors.
Anime is often a mix of film and video sources. So even with the original source you may not be able to get perfect results.
