It sounds like your burner is in PIO mode. Right-click My Computer and select Manage. Click on Device Manager, then expand the branches for your IDE channels. Double-click on the primary channel and check the modes. If either are PIO mode, uninstall the channel. Check the secondary channel. Again, if either device is in PIO mode, uninstall the channel. Restart your system and it will re-install the devices. Try burning again.
If you find that neither channel is in PIO mode then you most likely have a compatibility issue with your burner and the media you are trying to use. A firmware upgrade or a change of media is called for in that case.Read my blog here.

IM NOT TO SURE...AT LEAST 2 TO 3 YEARS...IM USING AVI FILES FROM SONY VEGAS 6...I BOUGHT MAGIX MOVIE EDIT PRO 12 SO I COULD TRANSFER MY VIDEOS INTO DVDS

Please don't shout (typing in all capitals is considered shouting and rather rude).
Unless the media or drive is limiting you, there is no need to burn at that speed. Instead of using Magix to burn, write the results to your HDD, then use the free program Imgburn to burn to disc.
Also, Imgburn can tell you what speed your drive can burn the discs at.Read my blog here.
