  1. Will I see any difference in quality? Does anyone have better "perks" over the other? What justifies the ATI being $40 more expensive over the hauppauge?

I hear that the hauppauge is worse if your using it to not only be a PVR, but capture video game console footage too because it's got a 1-2 second buffering delay.

Both of these cards have a delay in displaying a incoming video signal. Should be no problem recording game playing if your console has dual outputs, or if you split the output between Tuner Card and TV using a VCR.

Check the features and specs on both cards and you will see the 650 also handles certain digital inputs.

The 650 card has hardware DRM, so I wouldn't touch it with a ten foot pole.

The 650 is also an ATSC tuner for over the air DTV reception. The PVR-150 has an analog NTSC tuner.

I haven't used the 650 but the 550 can capture S-Video uncompressed or it can encode to MPeg2 in hardware. The PVR-150 always encodes to MPeg2. As for stability and general application support, the PVR-150 wins there.
