I'm trying to convert 4:3 videos for use in 16:9 televisions. I'd like to reformat the picture to be cropped at the top and bottom but I'm finding that the quality degrades.
Any suggestions for doing this with Final Cut Pro/Compressor/DVD Studio Pro? Any good 3rd party tools that will do this and maintain quality?

Nope, cropping means reencoding, and reencoding means lower quality.
Can't be done.

Anyway, check how your can do that with MPEG Streamclip with .dv output:

Anytime you crop you lose information,best to stay at 4:3 and adjust the 16:9 tv to 4:3 view.
