Too late for suggestions. (Which otherwise would have been: Don't ever install codec packs. Specially not K-Lite)

In my experience, uninstall doesn't work.
Spent weeks trying to restore video playback/readability once when I was young an stupid, after a K-Lite intermezzo. Actually never regained full playback capability until I did a new Windows install.
Try tools like codec sniper to get rid of what K-Lite uninstall leaves behind.
Remove everything not installed by Windows default.
Once you have a clean system, install the codec you need as you need it. Use GSpot to identify what codec a particular file wants.

Just ffdshow goes a really long way as far as video decoding goes. It also renders some subtitle formats, so directvobsub may not be needed...

It's not that K-Lite has a problem with TMPGEnc - It's the whole video sub system of your computer that has problem with K-Lite. Installing a codec pack to fix the playback of a video file is like hunting a mosquito in your kitchen with a shot gun. You may fix the mosquito, but your kitchen will be a mess.
