    im using VSO Convert X to DVD program
    when i put a Video file in the program i can change the size i want for the output file..
    if i convert a 700MB AVI to a 700MB DVD it lost quality?

    Assuming this is a standard length movie (90 minutes), you might get two files to a DVD. If it is a longer film (100 minutes+) then I would put only one to a disc.

    If you try to fit a movie into a 700MB DVD structure, it will look awful.

    i converted a 90min avi (700MB) to 2GB DVD, because i changed the size of the output video from 4 GB to 2 GB..
    do you think it lost quality?

    Short answer, yes. But it will depend on the quality of the source. Each conversion reduces quality. The only way to know for sure is to also create a 4Gb version, compare the two, and then decide which of the two work best for you.
