i`m looking to buy tvtuner card to watch tv on my cpu and im wondering if they are
eny programme to unlock the channel or it gonna be the channel i order!?!

If you mean from a cable or satellite box, the decryption is done there and you will only get what you ordered. If it's high definition, it may be in MPEG-2 or MPEG-4 format and not need a turner. But the box will still do the decryption.
To add, if you are asking about illegally bypassing encryption, then you have problems with our site and our rules. Just to let you know. -
To receive digital channels and pay channels (HBO, PayPerView) you will need to use the hardware (Cable box, SAT receiver) supported by your service provider. The cable box/receiver will handle all of the decoding and you will input the video on the Line-In of your tuner card. Internal tuner cards do not support the encrypted channels. And just like with your regular service on your TV, you only get what you pay for.
