Ive seen documentation for mencoder stating that using a negative bitrate will cause that program gestimate the required bitrate for the desired file size.

Though, my program of choice is ffmpeg for other reasons.
The question is, there is a command option for ffpeg -fs' that sets the desired file size.
However, when used ..it seems to cut video short once it has reached the desired size..and exiting.

it's either look for a command line dvd bitrate calculator, or am missing something in ffmpegs documentation.

Any help or ideas is appreciated.

the video source is mov..target ntsc dvd.

You don't need a separate utility.
    It's simple math,
you can write out the expressions yourself.

at the bottom of the page is a bitrate calculation formula
