Mainconcept is actually a very good encoder, so if your results are poor, either your source is poor, or you need to learn how to use it. That said, you can encode with anything. HCEnc is a very good, free encoder. Files encoded with HCEnc can be authored with DVD Architect.

DVD Lab Pro also handles AC3 5.1 (and DTS as well), but it won't encode for you.

DVD Workshop from Ulead will also encode, but it uses Mainconcept for encoding, I believe.

I get the impression you want something that will encode and author and accept 5.1 audio. Those apps are few and far between simply because the target audience for applications at that level don't need a toy that encodes. They prepare their assets correctly before authoring, and use their authoring tool to bring everything together.

If you are happy with simple menus, you might look at FAVC, which will keep 5.1 audio if it exists, and encodes with HCenc.

Most authoring apps support AC3 5.1 audio. (Not many create it for you tho...)
But as far as authoring goes (regardless of what authoring app you use); Always have your sources ready in DVD compliant format before you even start thinking about authoring. And choose an authoring app that can't reencode - You should already have done that (as mentioned), and you don't risk the authoring app nedlessly reencoding your carefully done work.
