Is the sync error the same amount throughout the length of the video? If so you can apply a 'offset' to correct it. I've done this with VirtualDub, or more often, VD Mod. First open the file. Then choose 'Interleaving' and 'Audio skew correction'. You input the offset, either positive or negative. 1000ms = 1 second. Then save both the audio and the video with 'Direct stream copy'.

To find the offset needed, you can play the file in Media Player Classic or The KMplayer, or other players that have a adjustable audio offset. When you get it to sound right, note down the offset and use it in VirtualDub for the offset correction.

If the sync error changes as you play the file, getting worse towards the end, the problem could be the audio and video files are different lengths. You will have to change one or the other so they match. Audacity can change the length of some types of audio files, once you extract them from the video. This can also be caused by missing frames, bad cuts or pastes or corrupted frames. Much harder to fix.

resave the avi with avimuxgui, if you load the avi on to it, select it and press "generate data" audio and video info will appear and also the delay if any, resave the avi to fix the delay, no need for premier to fix it.
I love it when a plan comes together!
