Streaming messages over local TV's

This is a work project, where we would like to share important announcements or achievements over the break room TV’s, which connected to local cable.
Please advice on inexpensive hardware/software that will allow us to achieve this goal.

Simplest method is a PC running a slideshow with a video-out. You can convert Composite or S-video to specific channel but there is no real benefit to this on a closed system.

Either way this will be on a specific channel which someone is going to change so it will not be seen. Maybe put an old CRT monitor in addition to the TV.

If you want to overlay your message on top of broadcast channel, this gets into some dedicated, expensive hardware. I've seen it done but not greatly familiar with the process, I know the card was about $2000.00.
