Is there an app that can take an avi and save it as a series of stills. I am working on an interaction but I can't use video footage. So I need to simulate it by using still frames. The avi is MJPG - motion jpeg. I really wanted to use virtualdubmod and some filters I found but it doesn't seem to have the capability.

Not sure about virtualdubmod but in virtualdub..

    file>save image sequence

Alternately you can use the mark-in and mark-out to select a specific section. You can also adjust the frame rate so it will only output every other frame or whatever.
