    I have a video 320x240 it would be posible to upcale because if i strecth it there will be too much blocking and get a better video from a file smaller than 720x440

    You have a small, over compressed file. You cannot make it better by making it bigger.

    However, if you have a fast PC and really believe your postage stamp video is worth upscaling, you might try with this : http://www.thedeemon.com/VideoEnhancer/
