I was going through one of the newbie's guides and the TMPGEnc won't let me go through the process with the .d2v because of not having some file. According to the trouble shooting i need some VFAPI file but, i can't find anything like it... now i'm stuck!!!! It seems I'm the only one with the problem. Geez.......
Please Help your my only hope (now that was really corney)

You need the VFAPI plugin for TMPGEnc. I'm a little suprised it wasn't with TMPGEnc when you downloaded it. You can find it here, along with the instructions on how to install it (pretty straightforward):
