I just downloaded 3.11 in a zipped file but I'm unsure as to wether to open the register_Divx file or right-click the Divx.inf file and choose install. I tried both and one method installed the files into my system32 folder and the other method installed the files into a subfolder directly on my windows folder.

Isn't 3.11 supposed to have a configuration screen?

It doesn't matter where they are stored on your HDD, as long as they are registered and your player knows where to find them.

Try opening the movie file in question with Gspot and see if it is able to render the movie. Gspot will tell you if the needed codecs are installed.
