It's a VCD or if it's on a DVD it's no VCD but a VCD file structure on a DVD.
You should be able to use Videoredo to open the avseq.dat file and edit and resave as mpg. The video wont be converted because vcd is also mpg. If you want it as a new VCD you must reauthor to a VCD with for example VCDEasy. -

(Assuming it's still on VCD disc)
Extract with VCDGear or (as mentioned above) ISOBuster or VCDEasy (I prefer the last most of the time, unless the disc is very scratched up to begin with--then ISOBuster is better). You should then have a file on the hardrive which is in essence an MPEG file, even if it doesn't currently have that extension.
All you'll have to do then is rename the file from ********.DAT (or whatever) to ********.MPG. This doesn't change the contents, just how Windows recognizes the file (and thus, which application is the default app to work with it).
You'll still have to open and work with the MPG file in an app that supports this type. Womble MPGVCR is real good as it has smart rendering. VirtualdubMPEG2 is also getting much better in this area. Lots of other full-featured editors and compositors MAY work with it, but will often re-encode the whole file/program, even if you only changed a few things. YMMV.
