I have an old DVD player and it does play avi format. I am looking to buy new dvd player which support avi format.
The question I have is
1) Do I need to re-encode the avi files to make it work on dvd player
2) Is there any standard set for avi file which can be played on latest dvd players

1. Maybe but if they are standard divx or xvid file they will probably work.
2. Only for DivX, visit http://www.divx.com/certification/ -
So as long as they are divx or xvid they will play regardless of video size, bit rate, etc...?

There are Divx and Xvid features that many players don't like -- but if your files played properly on your old player they probably didn't use any of those features and they will more than likely play on any new Divx/DVD player you get.
