    I am looking for software that you submit a big url and it creates a shorter. Open source and paid or free. Can anyone suggest me the best program available for the purpose?

    Do you have an example? You can't take a big/long url and shorten it. It is long because it requires all of the data to point to the page/files in question. An example would be a file on your pc in a directory such as: C:\WINDOWS\system32\drivers\etc\vid123.dll You can't shorten the path, it is all needed.

    what you need is a url redirection. they are all over.. this one is kickme.to it takes the full url and changes it to what you want to shorten it.. it works on the sub domain but look at it and google others.. this one is free.
