Tmpgenc requires a serious solution

using the old Plus with avi interlace shutter movie , then converting it to DVD standard mpeg file it works great and retains the shutter

But using the latest tmpgenc 4 xpress it does not . yet the set p apears to be the same
it has the benifits of dolby sound
the end results is a mess it shakes the picture as if it part intelace and part progressive

any assistance would be helpfull

What is your source video?

Why not use the old tmpgenc if it works?

I use avi file and the old tmpgenc does not alow dolby

demux the dolby, encode the video, then author the dolby back in afterwards.

That sounds like the wrong source field order. I don't use that software but it probably has an option that allows you to specify the source field order.

might want to mess around with TMPGEnc 4.0 Xpress video filter, especially the "Deinterlace" filter. The default might not be set to the same as 2.5 plus but TXP4 should be able to produce the same as 2.5 plus they practically use the same encoder.

Uh, two things I firmly recommend you to avoid are any of the TMPGenc 4.0 products (they're no match for the older TMPGencPlus 2.5, which you can still buy and download for 38 bucks) -- and stay away from de-interlacing interlaced originals.

Rule 1: 3dos, you are using the wrong field order. Almost all interlaced video except DV is Top Field First (Field A before Field B). If Top Field First doesn't work for any particular video, then use Bottom Field First. If neither works, you have a different problem altogether, or you have a telecined video that has been incorrectly unfolded and refolded. One annoyance of the old TMPGenc 2.5 is that it defaults to Bottom Field First every time you initially load a new clip. Stick with your old TMPGenc. Uninstall v4, or just use it for MPEG-1.

Rule 2: Never, never, go thru a lot of editing/re-rendering, etc., etc., with AC3 Dolby audio. Dolby is a bad bad bad audio recompression platform. Convert it first to an uncompressed format or even to Layer II, then reconvert to Dolby at the last step or final assembly in something like TMPGenc Editor. My experience with Dolby audio that has been over-processed is that it sounds crappy.

I'm not a specialist of the DV but i thought the interlace system is bottom first always for it.That's what a specialist told me...

That's what I said, themaster1, above: "Almost all interlaced video except DV is Top Field First (Field A before Field B)." And from the description in the original post, I'd say the source is probably telecined as well.
