    it would be great to open a movie file
    say 20 meg and be able to
    just save a piece of it

    I can open an audio file in audacity say 8
    mins long and save just 2 mins or whatever
    but I just can t get at these movies
    to edit them in any way

    You can do that with a video editor. Even a freeware one like MPEG StreamClip or Cuttermaran for MPEG or VirtualDub or VD Mod for AVI type files or MPEGs that you want to output as AVI.
