Windows Movie Maker just isn't cutting it for me, and so i need a program that can do everything windows movie maker can do, and maybe a little bit more. Mainly i need to to be able to edit movies (clips) that are MPEGs, AVI, FLV (optional), and WMV. IT should be able to play or add background music that is in WMA or MP3 and possibly add some transitions in between clips (also optional). IT should be able to run on my old school laptop, and the OS is Windows 2000 Professional. I also should be able to save the project as a valid movie file (WMV, MPG).

VideoStudio 11 does a good job and has many video enhancing features. Easy to use and will not take you to the poor house. However, if money is no object, Adobe or Vegas is the way to go.
