I currently have ADSL broadband so it comes through my telephone socket and my modem is connected through USB.
If I was to get a modem router is there anyway possible that i can have the Wi-Fi signal on whilst my laptop is shut down?
I ask this because I want to use the Wi-Fi for my mobile phone (Nokia N95) and I dont always have my laptop on.

The simple answer is yes
With a USB modem the connection to the internet is dependant on the computer being switched on and both connected to and powering the modem. The computer provides logon details etc to your ISP
With a wireless modem/router (wmr) all you need is for the power to the "wmr" to be switched on. At this point the connection is made to the internet using details stored on the memory of the "wmr"
In other words-no need for a computer to be present....
Any compatible wireless device can then connect "wirelessly !!" to the wmr and access the internet through it.
