    I want to learn a method of Masking out a section of the screen for example an onscreen logo during dvd play.What software would I need?

    You can either use DeLogo filter for Vdub (also works in AviSynth) or Overlay function in AviSynth. The second way is useful for hiding behind your own logo e.g. timecode on archive-sourced recording.

    - you'll also find AviSynth script template in comments. For repairing an opaque logo there's enough info in original DeLogo docs (it's easier but leaves noticeable artifacts).

    Im only familiar with DVD Decrypter and DVD Lab.So I've only ever dealt with VOB files and Mpeg.Would I need to convert to an AVI file before I could use the method you mentioned

    Not at all. Read your MPEGs with Avisynth's DirectShowSource and
    frameserve them into TMPGEnc, CCE or some other encoder.

    P.S.: You could try Logoaway instead of DeLogo.
